ChatGPT Ads in Europe: Availability, Costs and Compliance for EU and UK Advertisers

In short
ChatGPT ads have been live since 9 February 2026, with a self-serve account at ads.openai.com open since 5 May 2026. Availability in Europe has moved fast since OpenAI’s expansion announcement in August 2026: OpenAI’s help center now lists 63 countries as available for self-serve advertisers, Poland included, as of 25 September 2026. You verify your own legal entity, pick a country and currency once, and that choice is fixed for the life of the account, which is why the entity you use matters more than in any other ad platform.
Expect a $25 per day minimum and a modest click-through rate, well below Google Search, but with visitors who arrive after a conversation rather than a headline. Ads are labelled inside the chat, and everything you do with the click on your own site sits under normal EU consent rules.

Where ChatGPT ads are available in Europe
As of 25 September 2026, OpenAI’s help center lists 63 countries as available for self-serve advertisers, including Poland and the rest of the EU, the UK, Switzerland, Norway, Iceland and Liechtenstein. OpenAI announced the European rollout on 18 August 2026, expanding ChatGPT Ads to 31 European countries from late August 2026, and coverage has kept growing since. Check the current list before you verify rather than relying on a fixed count, since it changes. Ukraine is not on it. If your company is registered in Kyiv or Lviv, you cannot verify directly; the practical routes are a Polish or other EU entity, or Microsoft AI Max, which we cover below.
For scale: OpenAI’s ad business reached a $1 billion annualized revenue run rate by 31 August 2026. The inventory is real, and European competition for it is still forming.
The country and currency lock: why your entity matters
There is no agency manager account in ChatGPT ads. Unlike Google or Meta, an agency cannot open a hub and spin up client accounts under it. Instead:
- The advertiser verifies its own legal entity at ads.openai.com.
- At verification the advertiser selects a country and a billing currency.
- That selection is fixed for the life of the account. It cannot be changed later.
- The agency is invited into the account as a user, with access you control.
One more wrinkle: some new self-serve accounts can initially advertise only in that home country. The account becomes eligible to advertise in other supported countries automatically once identity verification is approved and you reach a required advertising spend in the home market, an amount OpenAI does not publish. Budget your rollout to other EU markets around that gate, not around launching everywhere on day one.
For a European business this has three consequences.
Choose the entity you will still want in two years. If you have a holding company in the Netherlands and an operating company in Spain, decide which one owns the advertising relationship, because you will not be able to migrate.
Currency drives your reporting. If your finance team reconciles in EUR, do not verify in GBP because the UK office happened to set the account up. Tie the currency to the entity that pays the invoices.
Access lives with you, not the agency. This is good news. When you change agency, you revoke a user, and the account, history and billing stay with your company.
What ChatGPT ads look like and how they target
Ads in ChatGPT appear as sponsored answers or cards inside the conversation, and they are marked as advertising. There is no sidebar and no banner. Your ad is a reply that fits the thread.
Targeting works by conversation topic and intent, not by keywords in the classic sense. You describe the situations you want to appear in, such as “user is comparing project-management tools for a 50-person team”, and the system matches your ad to conversations where that intent is present. This means:
- keyword-list thinking from Google will not transfer directly
- your creative has to answer the question the user is already asking
- landing pages must continue the conversation, not restart it
On 24 March 2026, OpenAI retired the first version of Instant Checkout inside ChatGPT and moved checkout back to merchants’ own sites. The operating model today is “discover in chat, transact on site”. For e-commerce brands, product feeds follow the Agentic Commerce Protocol (ACP) from Stripe, OpenAI and Meta, or the Universal Commerce Protocol (UCP) from Google and Shopify, and the sale happens on your own domain.
Costs and CTR: what the numbers actually say

Read the CTR line carefully. One Adthena client saw a click-through rate of about 0.91% on its ChatGPT ads, against a 6.4% benchmark for that same client’s Google Search ads in the same sector, according to Campaign (March 2026). It is one result, not a platform-wide figure, but it points at a pattern advertisers keep describing: fewer clicks, and a channel that looks weak if you judge it by CTR alone.
The counter-argument is what happens after the click. Across published cases, AI-referred traffic converts far better than organic search: Opollo measured 14.2% conversion from AI traffic against 2.8% from organic, in a study of 312 B2B technology firms; Semrush found the average AI search visitor 4.4 times as valuable as an organic one; and Ahrefs saw its own AI-referred visitors convert 23 times more often than organic visitors, while Shopify reported AI-referred shoppers converting nearly 50% higher than organic search shoppers on product pages. The common explanation is that the visitor arrives after a dialogue, not after skimming a headline, so they behave like someone further along in the decision, not like a cold click.
For planning purposes: with a $3 to $5 starting bid and a $25 per day minimum, a $3,000 pilot runs for roughly a month before you know how bidding settles in your market. That is a small sample regardless, so judge the pilot on lead quality and assisted conversions, not on volume.
Transparency and consent obligations in plain words
You do not need a legal opinion to start, but you do need to be clear about who is responsible for what. This section is general guidance, not legal advice, and you should confirm your own consent flow with a lawyer before launch.
Inside ChatGPT: OpenAI’s responsibility. Ads are labelled as sponsored. You cannot disguise a paid answer as an organic one, and you should not try to write creative that blurs the line. European regulators treat undisclosed advertising harshly, and the platform enforces the label for you.
On your site after the click: your responsibility. The moment a user lands on your domain, the usual EU rules apply. If you want to fire a conversion pixel, run analytics, build a remarketing audience or connect the visit to your CRM, you need a lawful basis, which for most tracking means consent gathered through a proper banner. Practical implications:
- put ChatGPT traffic behind the same consent flow as any other paid channel
- expect a share of visitors to decline tracking, and plan server-side or first-party measurement so you still see leads
- do not pass personal data in URL parameters when building landing pages
- keep your privacy notice current with the new traffic source
Sector layers. Healthcare, financial services, legal, gambling and alcohol carry extra rules per country. Whatever restrictions apply to your Google or Meta campaigns in a market almost always apply to AI placements too. Check before writing creative; rejected ads eat days of a 30-day pilot.
Which EU markets to start with, and in which languages
One account can run campaigns in several languages, inside the countries it is eligible to advertise in. You verify once, in one country and one currency, and other countries unlock only after verification is approved and you clear the spend gate described above, so build out German, French, Polish or Italian campaigns as that eligibility opens rather than all on day one. Three rules: write native creative per language rather than translating English; match landing pages by language and, where pricing or legal footers differ, by country; and report by language, because CPC and lead quality will differ and averages hide the winners.
There is no official per-country CPC benchmark yet, so this table is our reasoning based on two levers: how widely ChatGPT is used for the kinds of questions your ads answer, and how much advertiser pressure is already pushing up clicks.

Start where you already have a proven landing page and sales process in the local language, and do not spread a $3,000 pilot across five markets; pick one or two.
How a Ukrainian or Polish business gets in
Ukraine is not on the advertiser list, but Poland is. That opens a straightforward path:
- Use or set up a Polish entity. Many Ukrainian companies already have a sp. z o.o. for EU invoicing. That entity verifies the ChatGPT ads account, in Poland and in the currency it selects at verification, permanently.
- Sort the basics before verification. Registered address, tax number, a bank account in the chosen currency, and a named internal owner of the account.
- Invite your team and agency as users. The account stays with the Polish entity; operators come and go.
- Run Microsoft AI Max in parallel. It is an optional setting inside an existing Microsoft Ads account, rolled out globally to all advertisers by August 2026, and it makes your ads eligible for more complex, conversational searches on Bing and Copilot. It is cheap AI inventory to test alongside ChatGPT ads and the recommended first step for any market, Ukraine included.

The goal of a pilot is a decision, not a result. Structure it so that on day 30 you can say “scale”, “fix and repeat” or “stop” with data.

Set the decision threshold before launch. A useful one for high-ticket B2B: cost per qualified lead within 1.5 times your Google Search benchmark, given the warmer traffic. If you run e-commerce, compare revenue per visit, not CTR.

Six mistakes European advertisers make
- Verifying with the wrong entity. Country and currency are permanent. Decide at board level, not at intern level.
- Judging the channel by CTR. At about 0.91% it will always look worse than Google Search. Judge by cost per qualified lead and conversion rate.
- Porting keyword lists. Targeting is by conversation intent. Rewrite your themes as situations and questions.
- Launching before the consent flow is ready. You lose measurement on the most expensive clicks you buy.
- Spreading a small pilot across too many markets. One or two markets, three to five themes, four weeks.
- Ignoring Microsoft AI Max. It is cheaper, available everywhere, and helps ads match conversational queries on Bing and Copilot. Run it first or alongside.
