In short
Choose a Google Ads agency for a restaurant by how it tracks calls, bookings, Google Maps direction requests, and delivery orders in your city. At MOVE setup is $330 one time and management is $440 a month. The venue pays the ad budget to Google separately.
Below: 8 criteria for vetting a contractor before signing, campaign types for dine-in and delivery, rates for November 2026, a formula for calculating the cost of a guest, and ad review rules in Ukraine.
How do you choose a Google Ads agency with results for restaurants in your city?
Choose an agency by how it connects spend in the ad account to real guests in the dining room and paid delivery orders in your service area. Restaurant guests rarely fill out long contact forms: they call, tap the “Book a table” button, request directions in Google Maps, or pay for a delivery cart from their phone.
Go through this list of 8 questions on your first call with a contractor:
- Which actions do you count as a conversion for a venue? A working answer: a confirmed booking in the widget (Expirenza, Choice, or your own form), a qualified call via call tracking, a paid order on the delivery website, and a direction request in Maps. A weak answer: clicks, impressions, or time on site.
- Which location option do you set in the campaign settings? According to the official Google Ads help article on location targeting, the system defaults to “Presence or interest”, which shows ads to people from other cities if they showed interest in your location. Delivery within a radius and lunches near an office need the strict “Presence” option (people physically within 2 to 5 km or inside the couriers’ polygon). The broader option only makes sense for tourist queries such as “where to have dinner in Lviv” or for out-of-town hotel-style restaurants.
- How do you work with Google Maps? The agency should connect the venue’s listing through Google Ads location assets so that ads in Search and Maps show the address, distance to the guest, opening hours, a clickable phone number, and directions.
- Do you audit the Google listing and reviews before launch? According to a Harvard Business School study (Michael Luca), a 1-star increase in an independent restaurant’s rating on Yelp raises revenue by 5-9% (US data; we have no such measurement for Google or Ukraine). And according to a BrightLocal survey, 97% of consumers read online reviews of local businesses, 31% choose places rated 4.5 stars or higher, and 74% look only at reviews from the last 3 months. A contractor that charges for traffic without checking your map rating sends your budget to competitors with higher ratings.
- How do you manage the ad schedule and negative keywords? Business lunch ads should run before lunchtime on weekdays, sushi or pizza delivery should ramp up in the evening peak and on weekends, and ads should pause while the kitchen is closed. From day one, the negative keyword list should include “recipe”, “calories”, “waiter jobs”, “buy equipment”, and districts of the city you don’t serve.
- What stands behind the Google Partner status? Under the Google Partners program requirements, the badge confirms that the agency keeps an optimization score of 70% or higher, manages at least $10,000 in spend over 90 days, and has certified at least 50% of its strategists. This is a basic technical filter, so also ask for an anonymized sample report for a local business broken down by district and hour of day.
- Who will own the ad account and GA4? The Google Ads account, the Google Business Profile, Google Tag Manager, and the GA4 property should be registered to the restaurant owner’s email. The agency connects as an administrator through its manager account (MCC).
- What are the contract and exit terms? Ask for monthly payment with no annual commitment. Demand in the restaurant business shifts with the seasons: summer terraces, December corporate parties, the January slump.
Do you have to hire an agency with an office in your city?
An agency office on your street is not needed to set up Google Ads. What decides the result is knowledge of your city’s geography and how guests behave by district. A team or a film crew in your city is a clear advantage when you need photo and video shoots of the venue.
Even within one city, two locations work by different logic: a coffee shop in a business center collects traffic within walking distance from 08:00 to 16:00, while a family restaurant with parking and a kids’ room draws guests from the whole district on weekends. Check whether the contractor separates these scenarios at the media plan stage.
Which Google Ads campaigns work for dine-in, delivery, and banquets?
For a restaurant, 4 campaign setups work in Google Ads: search for high-intent local queries, ads on Google Maps, search for banquets and events, and protection of your own brand in the results.
| Restaurant goal | Campaign format | Geography and ad schedule | Target action in the report |
|---|---|---|---|
| Dine-in seating today | Search campaign + Maps via location assets | Radius of 2 to 5 km around the venue, dining room hours | Call, table booking, directions in Maps |
| Own food delivery | Search campaign by dish (“pizza”, “sushi”, “bowls” + district) | Exact coverage zone of your own couriers, peak before lunch and dinner | Paid order on the website, revenue and ROAS |
| Banquets, weddings, corporate events | Search campaign + remarketing to visitors of the event hall page | The whole city and nearest suburbs, daily | Request for a menu quote or a call to the banquet manager |
| Brand protection from aggregators | Search campaign for the restaurant’s name | City where the venue operates | Visit to your own menu and a direct order with no aggregator commission |
When a guest sees your video on Instagram or TikTok and types the restaurant’s name into Google in the evening, the top lines of the results are often bought by delivery services or competitors. A cheap brand campaign intercepts that guest on your own website and saves the venue the aggregator commission.
Automated Performance Max campaigns for local goals make sense to add once the venue’s listing is fully filled out and the budget lets the algorithm complete its learning. It is a mistake to judge different formats by the same standard: display and automated formats should not be measured by the same conversion rates as direct search. A person who typed “book a Georgian restaurant Podil” is ready to come within an hour; a display network impression reaches more people, but they are less ready to buy.
For how to prepare the venue’s listing before connecting map ads, read the step-by-step guide on Google Business Profile for business. If you are choosing between search for existing demand and attracting guests through video in social feeds, see the matrix in the article Google Ads or paid social and the breakdown in the related guide on targeted advertising for restaurants and cafes.
How much does Google Ads setup and management cost for a restaurant in Ukraine?
A restaurant’s costs consist of a one-time setup, monthly agency management, and the ad budget, which is charged to the venue’s card directly by Google. At MOVE it is $330 for setup and $440 a month for the “Basic” package, or $830 and $640 for the “Advanced” one. Prices are as of November 2026.
| Engagement format | One-time setup | Monthly management | Who it suits in HoReCa |
|---|---|---|---|
| MOVE: “Basic” package (search) | $330 | $440 | A restaurant, bar, or delivery in one city: search campaigns, Maps ads, remarketing, GA4 and GTM |
| MOVE: “Advanced” package | $830 | $640 | A delivery chain with a large online catalog, Performance Max, end-to-end analytics, and a Looker Studio dashboard |
What exactly is included in the basic package of Google Ads setup and management at MOVE:
- Setup ($330 one time): review of account history and restrictions, keyword research and negative keywords (high-, mid-, and low-volume queries, branded, competitors), ad copy and assets with the venue’s selling points, building search campaigns and Maps ads, remarketing, conversion setup in GA4 and GTM, UTM tagging of all campaigns.
- Management ($440 a month): work in the account 2-3 times a week (about 10 sessions a month), bid adjustments and reallocation of the daily budget to where bookings and orders come from, ongoing review of actual search terms and additions to negative keywords, A/B tests of ads, remarketing control, reconciling GA4 with actual inquiries, and a monthly report with a review call.
What is paid separately from Google Ads management:
- the ad budget for impressions and clicks, paid directly to Google;
- call tracking services for recording calls and swapping numbers on the website;
- YouTube video ads and banner design;
- development or rework of the website code (the agency provides a brief and recommendations, while building a page from scratch is a separate website development service from $400);
- review management on Google Maps, SEO, and social media management.
How do you calculate the cost of a guest and an order before signing a contract?
To check whether Google Ads will pay off before launch, compare the gross profit from one order or table visit with the full cost of acquiring a guest (including the contractor’s fee).
Two working formulas for a restaurant owner or manager:
Cost per acquisition of a guest or order (CPA) = (monthly Google budget + monthly agency fee) ÷ number of confirmed bookings or paid orders from ads
Maximum acceptable CPA = average table or delivery order value × margin share after food cost and delivery costs × average number of orders from this guest over 3 months
Example calculation for a restaurant’s own delivery: the average order value is $21, variable costs (food cost 32% plus packaging and logistics 18%) come to 50%, so the contribution margin from one order is $10.50. If you spent $440 in Google and $440 on management in the MOVE basic package ($880 in total for the month) and got 110 paid new orders, the actual CPA is $8. If a new customer places an average of 2 orders per quarter ($21 of contribution margin), the ads pay off from the first quarter. If there were only 45 orders (CPA $19.60) and no repeat purchases, the channel loses money.
For a sense of funnel proportions: according to the WordStream Google Ads Benchmarks 2026 report, in the “Restaurants & Food” category (US data from April 2025 to March 2026), the average search click-through rate (CTR) is 6.83%, the page conversion rate (CVR) is 8.05%, the average cost per click is $2.05, and the cost per target action is $30.57. At an 8% conversion rate, each booking or order requires bringing about 12 or 13 qualified visitors to the site.
So that the agency can optimize campaigns against these numbers, tracking setup takes 5 steps:
- Put up an HTML menu and a quick cart or booking widget. The article on a restaurant website explains why a PDF menu opens worse than HTML on a phone and which 12 blocks the page should have.
- Send purchase events with the order value (ecommerce purchase) and completed bookings to GA4.
- Connect dynamic call tracking to the table and banquet booking numbers to see which keyword a guest called from.
- Add a promo code or a separate UTM parameter to promotional offers to reconcile receipts at the register (Poster, Syrve, or another POS system).
- Train the Google Ads algorithms to optimize for confirmed events. Start with accurate conversion tracking for the exact goal the business needs. If you send every click on the menu button to Google Ads as a conversion, the automated bidding strategy will quickly spend the budget on people who are just browsing prices.
Which Google Ads rules and restrictions should a restaurant check before launch?
Before launching ads, check 2 areas: whether your ads comply with Google’s alcohol policy in Ukraine, and whether the venue itself is operationally ready.
Restaurant menus often feature signature cocktails, a wine list, craft beer, or tasting evenings. Under the official Google Ads alcohol policy, Ukraine is on the list of approved countries where both alcoholic beverage brand ads and online sales of alcohol may be advertised. To keep the account from getting ads disapproved, the contractor must meet 3 platform requirements:
- set an 18+ audience age restriction in line with Ukrainian law;
- remove from copy and landing pages any suggestion that alcohol improves social status, solves personal problems, or has medicinal properties;
- avoid images of excessive drinking or drinking while driving.
At the same time, there are 4 situations where even well-configured Google Ads will not pay off for a restaurant and it is too early to hire an agency:
- A low Google Maps rating with unanswered reviews. A guest clicks a paid ad, sees fresh complaints about cold dishes or an hour-long wait with no reply from the venue, and closes the tab.
- A small ad budget. With a click budget of UAH 6,000 to UAH 8,000 a month, the agency fee is more than half of all spending, so acquiring a guest is unprofitable. In that case, it pays to go through the free basics from the restaurant marketing guide first: get the venue’s listing to the top, collect reviews, and launch local collaborations.
- A new food concept with no established demand. If you opened a single-dish format whose name city residents don’t yet type into Google’s search bar, search ads will get very few impressions. A product like that is first shown through video on Instagram and TikTok.
- Misalignment with the dining room and kitchen. Ads send a stream of orders at 19:00 on a Friday, when the kitchen is already overloaded by the dining room, delivery time stretches to 2 hours, and the guest never orders again.
What experience does MOVE have in the restaurant niche and with Google Ads?
MOVE’s public portfolio has no separate cases specifically on Google Ads for restaurants; the team’s HoReCa experience is backed by multi-year projects in social media, video production, targeted advertising, and development for venues and chains in Kyiv, Poltava, Kharkiv, Lviv, Cherkasy, and Kremenchuk.
Results of MOVE restaurant projects in other promotion channels:
- IL Molino, a chain of family Italian restaurants in Kyiv (about 10 locations, 15 years on the market): video production, content, and social media delivered 1.3 million organic views in a year of work, ads bring in more than 300 orders for the restaurant’s own delivery per month, and more than 65% of filled carts end in a purchase.
- Toi Samyi Baranchyk, a chain of Georgian-feast restaurants: 8 years of joint work on social media, content, and video production, from the opening of the first venue to a chain in 6 cities (Poltava, Kharkiv, Kremenchuk, Lviv, Cherkasy, Kyiv) and more than 1 million Reels views.
- Franyk: more than 2 years of full social media management, content production, UGC, and collaborations while the chain grew from one venue in Poltava to 5 cities in Ukraine; engagement rose by 85%.
- Puzata Hata: an updated content strategy, work with Instagram, TikTok, and targeted advertising brought 1.6 million views in 3 months, more than 500,000 in monthly reach, and 300,000 organic views on TikTok.
- Takava, specialty coffee shops in Kyiv: organic social media and production delivered +120% growth in reach (more than 600,000 a month in peak periods, 80.1% of it from a new non-follower audience).
- BIF and Khmilnyi: for BIF, a bet on dynamic food content and Reels grew followers by 200% and collected more than 2 million views; for the Khmilnyi restaurant, the team runs social media, shoots, and daily communication 24/7.
For launching search ads and Google Maps, MOVE has an open price list and a step-by-step scope of work on the Google Ads: setup and management page. If you need to estimate demand in your district and the maximum cost of a guest before choosing between search, Maps, and social media, start with a marketing strategy and audit ($150; the amount is credited toward the first month of management).
